If the spinner isn't spinning for very long, then...

Make sure to pull down quickly and in a linear path. Pulling slowly or off to the side won't work.
Tilt the launcher forward as soon as the string releases from the spinner.

If the wheels or cable tie are sliding around the dowel, then...

Apply a small amount of glue where the wheel hub or cable tie touches the dowel.
